Overhead Utility & Environmental Safety Code
Federal and municipal safety standards detailing JEA overhead line radial boundaries, FDEP coastal dune buffers, and EPA closed-containment washout logs.
1. JEA Power Line Radial Limits
Staging a concrete boom pump under or near energized electrical transmission lines poses extreme arc flash hazards. Under OSHA 1926.1408, the boom tip, flexible hoses, and support wires must maintain a strict radial safety envelope.
Standard JEA/OSHA regulatory clearance zones relative to lines carrying active voltage:
| Line Voltage (Phase-to-Ground) | OSHA Radial Limit | Staging Precaution |
|---|---|---|
| Standard Residential Drop (Up to 50kV) | 10-Foot Radial Clearance | Dedicated spotter mandatory during boom extension |
| High-Voltage Substation Feeder (50kV - 200kV) | 15-Foot Radial Clearance | Pre-staging utility plan filed with JEA engineering |
| Regional High-Voltage Grid (200kV - 350kV) | 20-Foot Radial Clearance | Line de-energization or insulating blankets required |
2. Florida EPA Washout Compliance
Concrete washout wastewater is highly toxic. Under EPA and Florida Department of Environmental Protection (FDEP) rules, concrete slurry can never be discharged directly into Florida soils or stormwater networks.
Standard jobsites must establish a plastic-lined washout pit or utilize portable closed-containment washout bag systems. If a washout area is not provided by the builder, our operators will deploy water-tight containment bags for aggregate capture. We bag and transport all wash slurries off-site for certified commercial disposal.
3. Coastal Dune Setback Limits
Beachfront structural placements (such as Ponte Vedra custom home slab additions or Fernandina Beach seawalls) are highly regulated. Concrete pumping operations must stage equipment completely landward of the FDEP beach construction setback lines.
To protect fragile dune vegetation and nesting turtles, our operators run flexible ground slicklines past narrow access side paths, keeping all heavy trucks staged curbside on solid asphalt, clear of sensitive dune sand zones.
